Salary: $99,840 – $145,000 annually

Through research, education, consulting, and technical assistance, NCSC partners with courts and justice organizations nationally and internationally to strengthen justice systems and promote safe, fair, and effective communities.

 

Position Summary

 

The Human Resources Director provides strategic and operational leadership for all aspects of the organization's human resources function while remaining actively engaged in day-to-day HR operations. Reporting to the Vice President of Finance & Administration, this role leads a team of three HR professionals and serves as the primary HR business partner to organizational leadership.

 

This is a highly hands-on leadership position responsible for payroll, benefits administration, employee relations, compliance, HR technology, talent operations, and organizational culture across a fully remote, multistate workforce. The Director also leads modernization efforts by improving HR systems, streamlining processes, and leveraging technology to enhance efficiency and the employee experience.

 

Essential Responsibilities

 

Payroll Operations & Financial Controls

 

  • Own and oversee the bi-weekly multistate payroll process using ADP Workforce Now.

  • Ensure payroll accuracy, compliance, and timely processing.

  • Partner with Finance to reconcile payroll to the general ledger and support year-end activities, including W-2 processing and ACA reporting.

  • Maintain multistate payroll registrations and ensure compliance as the workforce evolves.

  • Manage the organization's relationship with ADP and evaluate new system capabilities.

 

Benefits Administration

 

  • Administer comprehensive employee benefit programs, including: 1) Medical; 2) Dental; 3) Vision; 4) Life Insurance; 5) Short- and Long-Term Disability; 6) Workers' Compensation; 7) Section 125 Plan; and 8) COBRA
    ACA compliance

  • Lead annual benefits renewals and open enrollment.

  • Manage relationships with benefit brokers and insurance carriers.

  • Administer retirement programs, including: 1) Money Purchase Pension Plan (MPP); 2) 403(b); and 3) 457(b)

  • Serve on the Retirement Plan Committee.

  • Administer leave programs and remain current on evolving state leave laws.

 

Leave Management & Employee Relations

 

  • Oversee FMLA, state leave programs, disability coordination, and leave administration.

  • Serve as the primary resource for employee relations matters.

  • Partner with legal counsel on complex employment issues.

  • Support performance concerns, workplace investigations, and policy interpretation.

  • Foster an inclusive, collaborative, and engaging remote work culture.


HR Operations & Compliance


  • Maintain HRIS data integrity and employee records.

  • Ensure compliance with all applicable federal, state, and local employment laws.

  • Oversee onboarding and offboarding processes for remote employees.

  • Lead the development and implementation of a scalable performance management program.

  • Manage EEO, Title VI, and related compliance reporting.

  • Oversee HR vendor relationships and service agreements.


HR Technology & Process Improvement


  • Maximize the capabilities of ADP Workforce Now through:
    Automation
    Workflow optimization
    Employee self-service
    Reporting enhancements

  • Eliminate manual and paper-based processes.

  • Develop HR dashboards and workforce metrics that support organizational decision-making.


Remote Workforce Management


  • Design and maintain HR practices that support a fully remote, multistate workforce.

  • Provide managers with tools and guidance for:
    Remote onboarding
    Performance management
    Employee engagement

  • Maintain compliant remote work policies.

  • Champion employee belonging and organizational culture.


Leadership


  • Supervise, coach, and develop a team of three HR professionals.

  • Establish clear goals and performance expectations.

  • Build team capability through ongoing coaching and professional development.

  • Promote a collaborative, customer-service-oriented HR function.


Qualifications


Required


  • Bachelor's degree in Human Resources, Business Administration, or a related field (or equivalent combination of education and experience).

  • Seven (7)+ years of progressive human resources leadership experience.

  • Demonstrated expertise across: 1) Payroll; 2) Benefits; 3) Compliance; 4) Employee Relations; and 5) HR Operations

  • Direct experience managing multistate payroll and benefits administration.

  • Hands-on experience with ADP Workforce Now.

  • Experience supporting remote or distributed workforces.

  • Knowledge of federal and state employment laws, including: 1) FMLA; 2) ADA; 3) FLSA; 4) ACA; 5) Title VII
    State leave laws

  • Experience improving HR processes through technology and workflow redesign.

  • Excellent communication, organizational, and interpersonal skills.

  • Ability to manage confidential information with discretion.

  • Proficiency with Microsoft 365, including Excel, Word, Outlook, Teams, and SharePoint.


Preferred


  • Experience with Deltek Costpoint.

  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification.

  • Experience within nonprofit, quasi-governmental, or mission-driven organizations.

  • Familiarity with Money Purchase Pension Plans, 403(b), and 457(b) retirement programs.

  • Experience supporting classification, compensation, or total rewards initiatives.

  • Experience working within organizations of approximately 100–200 employees.

  • Demonstrated success leading organizational change, HR modernization, or culture transformation initiatives.
